HDL's application of SWARM manufacturing and LEAN techniques ensures the production of high quality products. Production flow is circular, which allows in-process inspection at key manufacturing stages. Hand, Displacement, Wave, and IR Reflow soldering techniques are used and soldering personnel are trained in proper electronics technology production practices per ANSI/J-STD-001 Class 3 and IPC-A-610 Class 3. HDL also maintains IPC7711/7721 certification for rework/repair requirements.
In line with HDL's commitment to personalized customer service, an internal magnetics cell assures the custom production of magnetics per MIL-T-27. Organic automation is achieved using screen printers, an 11-Zone Cyclonic IR Oven, an Automated Optical Inspection System, and three Dynapert SMD pick-and-place machines. Surge requirements can be easily accommodated using SWARM manufacturing and given an operating density saturation of only 55% of resources.
HDL's fully-equipped test facility—complete with a conducted EMI/EMC lab for engineering development, qualification tests, and production tests—provides the capability to offer clients test program tailoring. The business' internal ESS testing assures the highest deployed end-item reliability with the least schedule risk. Acceptance testing is supported by three high speed NH Research 5600 series, a 6-station Automated Power Supply test system with programmable AC and DC sources, and SPC process/circuit monitoring. HDL also has an X-Tek XTV 130 X-ray system for root cause analysis and LCC inspection.

HDL addresses obsolescence issues in a proactive manner to alleviate obsolescence risks for new and on-going projects, avoid schedule impacts, and improve the accuracy of material shortage forecasts using a three-tiered, multi-disciplined approach consistent with the DMSMS Acquisition Guidelines.

Online intranet tools, Statistical Process Control, Electrostatic Discharge Control, and Total Quality Management combine in a core system to meet even the most demanding client's needs. Assembled printed wiring boards pass through a large frame Mirtec AOI System at 10x power to assure tireless consistency for component type, value, polarity, placement, and workmanship defects. The OSHA Hazard Communication Standard (HCS) (29 CFR 1910.1200), revised in 2012, requires that a chemical manufacturer, distributor, or importer provide Safety Data Sheets (SDSs) for each hazardous chemical to downstream users to communicate information on these hazards.
There are several exemptions to this standard - the relevant exemption here being OSHA's definition of "articles."
Per the standard, an article means a manufactured item: (1) which is formed to a specific shape or design during manufacture; (2) which has end use function(s) dependent in whole or in part upon its shape or design during end use; and (3) which does not release, or otherwise result in exposure to, a hazardous chemical under normal conditions of use. Any product which meets the definition of an "article" would be exempt from the requirements of the standard.
Because HDL products meet the definition of an article, HDL products are exempt from the requirements to provide an SDS.
